Annual European Chess Union General Assembly Held in Warsaw

EUROPA - 19 noviembre 2013

Annual General Assembly of the European Chess Union has been held in the Museum of Sports in the building of the Olympic Committee of Poland in Warsaw. The present delegates, in person or by proxy, represented 48 out of the 54 national ECU member federations.

The delegates accepted the report of the auditor and treasurer for the year of 2012, as well as the budget for 2014. The budget expected revenues are € 246,500, while the expenses are 10,000 € lower.

Also, within the Bidding procedure the delegates voted and awarded two competitions for 2015. The organizer of the European Youth Championship for 2015 will be Croatia and the town of Porec who received 27 votes, whereas Jerusalem/Israel and Kranjska Gora/Slovenia received 16 and 4 points respectively, while 1 ballot paper was invalid.

The host of the European Senior Team Chess Championship will be Vienna/Austria, who received 33 votes. Kranjska Gora/Slovenia received 12, while 3 votes were invalid.

The delegates in principle supported the proposal of the President of the European Chess Union Mr. Silvio Danailov regarding the necessary changes in the format of the European Club Cup competition. Mr. Danailov proposed to form the so-called "Top League of Europe" for 8 teams who would play a Round Robin tournament, while the other teams would play "Euroleague" according to the current system. It has been decided that, after the federations state their opinion, the final version of rules will be adopted at the next General Assembly in Tromso.

The ECU General Assembly made the decision (with 5 abstentions) to reject the recommendation of FIDE about the changes of ECU Tournament Rules to abolish "40 moves" rule concerning the European Individual Championships for Men and Women (qualifying competitions for the World Championship cycle ). In addition, the delegates found it unacceptable for FIDE to appoint officials for these competitions and determine minimum prize fund. As a gesture of good will, the General Assembly authorized the ECU Board to appoint a commission who will meet with representatives of FIDE and try to find a compromise solution, in the spirit of the motto of all chess players "Gens una sumus".
